    Buildings may have to set aside 20% parking space for EV charging

    The Karnataka government is amending the Model Building Bye-Laws 2017 to mandate residential and commercial buildings in the state to set aside 20% of their parking space for EV charging facilities.

    BENGALURU: Karnataka is working on a draft building bye-law to mandate residential and commercial buildings in the state to set aside 20% of their parking space for EV charging facilities.

    The government is amending the Model Building Bye-laws 2017 to make the provision in the buildings.

    Industries minister Jagadish Shettar told ET: “Our state is a pioneer in promoting electric vehicles. The EV vehicle sector requires support and measures such as reserving parking space for EV charging stations.”

    An officer at the department of town and country planning said the proposed regulation and the amendment draft are ready. “We have sent it to the urban development department for necessary vetting and approvals before notifying it and inviting public comments,” said MS Shantala, Joint Director, Department of Town and Country Planning.

    The government’s initiatives follow the Ministry of Housing and Urban Affairs's (MoHUA) guidelines asking the states to include 20% parking space component to promote electric vehicles. Early this year, MoHUA had made amendments to the national Model Building Bye-laws and Urban Regional Development Plans Formulation and Implementation Guidelines that made provisions to establish electric vehicle charging infrastructure.

    The amendment to Model Building Bye-laws (national), based on which the state byelaws are being modified, reads: “Based on the occupancy pattern and the total parking provisions in the premises of the various building types, charging infrastructures shall be provided only for EVs, which is currently assumed to be 20% of all vehicle holding capacity/parking capacity at the premises.”

    An officer at the urban development department said that the state was replicating the amendment that was made in the national building building byelaws. “The draft is now pending before the law department. We will soon publish the draft notification inviting objections/suggestions from the public.”

    The Centre’s guidelines had recommended linking metering and payment with the house owner’s monthly maintenance bills. The same is likely to be included in the state government’s draft too.
