    Cabinet Appointments committee approves restructuring of rail board, current Chairman named CEO

    According to the plan chalked out by the Railways, the chairman and CEO will be the cadre controlling officer responsible for human resources (HR) with assistance from a DG (HR). The Indian Railway Medical Service (IRMS) will be renamed the Indian Railway Health Service (IRHS).

    NEW DELHI: The Appointments committee of Cabinet has approved the appointment of rail board Chairman Vinod Kumar Yadav as the first-ever CEO, kickstarting a long-pending organisational restructuring of the National transporter.

    The Cabinet in December 2019 approved the restructuring of the Railway Board, which has now been downsized from eight members to five.

    While Yadav has been appointed Chairman and CEO, Pradeep Kumar has been appointed Member, Infrastructure, PC Sharma has been appointed Member, Traction and Rolling Stock, PS Mishra has been made Member, Operations and Business Development, while Manjula Rangarajan has been appointed Member, Finance.

    Three apex level posts of Member, Staff, Member, Engineering and Member,Materials Management in the Railway Board have been surrendered and the post of Member (Rolling Stock) has been utilised for creation of the post of Director General (HR) in apex grade as per the Cabinet's Decision, the ACC said.

The process to merge eight railway-related wings into a single central service called the Indian Railway Management Service (IRMS) is underway.

    As part of the 100 Days’ Action plan of the railway ministry mooted in FY 20, rightsizing of the Indian Railways was on the agenda for improving efficiencies of the mammoth organisation.

    The restructuring exercise, beginning with the Railway board, seeks to ensure better efficiency while avoiding cross-departmental frictions.

    The restructuring exercise is to be carried out broadly on the recommendations of the Bibek Debroy committee on Indian Railways.

    The report of the Committee presented in 2015 said that the centralised structure and departmentalisation of the Indian Railways was adversely affecting the railways work culture, and narrowing its approach to department-specific goals.
