    Corruption-tainted employees not to get additional charge: Government

    Employees facing disciplinary proceedings or having adverse annual confidential report should not be given additional charge of any govt post, the Centre said.

    NEW DELHI: Employees facing disciplinary proceedings or having adverse annual confidential report should not be given additional charge of any government post, the Centre said today.
    Besides, the employees are not entitled for additional pay for holding additional charge of the posts in public sector undertakings, autonomous bodies, etc, it said.

    The instructions comes following a review of Financial Rules (FR) 49--regarding combination of appointments--done by Department of Personnel and Training (DoPT) with a view to ensure that the norms are applied in public interest.

    "No person who is facing a disciplinary proceeding or is otherwise not suitable (for example who has an adverse entry in a recent Annual Performance Appraisal Report) should be given the additional charge," it said.

    The provision of FR 49 apply only to government servants. "Appointments of an employee of an autonomous body or PSU etc to another such body would be governed by the rules of the individual's employer," the DoPT said.

    It said the appointments made under the rules should follow the spirit of the FR to meet short term requirements only and it may be ensured that the provisions are not used to indirectly confer promotional benefits.
