The commission would examine the extent of inequitable distribution of reservation benefits among caste and communities included in the broad category of OBC with reference to the central government services; work out mechanism, criteria and parameters scientifically for sub-categorisation; and identify respective castes/communities/sub-castes/synonyms in the central list of OBCs and classify them into their respective sub-categories.
At present, there is no sub-categorisation in OBCs and 27% reservation is a monolithic entity. Successive reports of the now-defunct National Commission for Backward Castes and parliamentary panels have pointed out that since implementation of 27% quota in central government jobs and educational institutions in 1993, it has been cornered by numerically dominant castes.

The Modi government is trying what is popularly known as Karpoori Thakur formula. In 1972, the then Bihar CM Karpoori Thakur introduced sub-categorisation, even classifying most backward castes in the so-called higher castes.
The issue, however, is a political hot potato which the previous UPA government avoided for some time, especially as it meant antagonising Mulayam Singh Yadav’s SP and Lalu Prasad’s RJD — parties that lent the much-needed outside and inside support to the Congress-led coalition government.
The recent UP elections also gave a peek into the electoral success of the idea. Non-dominant OBCs clearly sided with BJP as the party promised quota within quota in the run-up to the elections.
